Ok, I agree with most of what you said, but you must admit that there are a large chunk of "software engineers" out there that are just terrible, right? Companies have to do something to try to filter good from bad. So what's the answer? Or maybe you don't agree with this?
Incidentally, I think you're wrong about "one huge reason all this happens is to discourage job-hopping" ... I think it's actually just that people don't know what else to do, and this is what they've always done. It's how they were interviewed, and they got the job.
