It's a system app. You also didn't explicitly install the TV app yet here we are. Settings -> Passwords -> Password Options -> uncheck iCloud Passwords & Keychain

When looking for it I went to Settings -> Safari -> Autofill which I’d expect to have it’s own setting for this.
