I don't think the Japanese view that as having their "rights infringed".
As an aside, I'm not sure how we are being consistent in the west. We have all-powerful governments that literally have life and death power over us, and yet we cosplay about having "rights" like privacy. I know it's not a fair comparison and there is nuance, but on some level we have to understand that we are subjects, property even, because we have no fundamental rights if we have government.
it is safer so long as you are ok with your rights being infringed every now and then.
