As someone who has run a tiny ISP in a tiny town, I assure you “people” are much more knowledgeable than you assume. I was actually able to disable all monitoring systems, since I would get a phone call, immediately following any event that caused high latency, or any kind of internet disturbance. I learned that people who live in smaller rural towns are in some way much more dependent on the internet to provide things like entertainment, news, info, media, since there are fewer social events, theaters (etc, etc).

Probably means someone thinks your service is shoddy and they set up their own monitoring.
